This is kinda pointless, because Comiket 78 will be held before this event, but the fact that there is a second Reitaisai in the same year...
Google translates that the page will be updated as new information becomes avaliable.
You might want to look into blogs of your favorite circles to see if they wrote anything to that extend because that downloadable pdf file looks like a form for registering for the event as a circle.
